Job Purpose
The Data Management Development Lead is responsible for steering all activities related to the structure, integrity, maintenance, enhancement, and corporate governance of asset metadata. This position supports our digital project framework and company vision by ensuring optimal data quality, cross-platform accessibility, standardization, and robust digital integration of technical data across multiple enterprise applications.
Additionally, this role serves as the central focal point for iView development/administration, metadata governance, digital documentation initiatives, digital transformation strategies, and the critical data interfaces linking documentation systems with broader corporate applications.
Key Accountabilities
1. Data Management & Metadata Governance

Manage all core activities required to structure and sustain metadata embedded within technical documentation.

Guarantee metadata quality, consistency, integrity, and strict compliance with global engineering standards.

Lead specialized initiatives to recover, correct, upgrade, and maintain legacy technical metadata.

Formulate clear strategies and digital tools to enhance the quality of document and metadata deliverables provided by external contractors.

Support overarching Data Governance Project initiatives and execute rigorous quality assurance checks across internal departments.
2. Digital Project & Digital Twin Support

Champion the company’s digital project framework and TAG-centric asset vision through precise metadata control.

Participate actively in Digital Project Task Force use cases focused on digital twin deployments.

Ensure full compatibility between digital engineering requirements, industry standards, and existing infrastructure.

Develop robust interfaces between technical documentation and enterprise systems (including SAP, 3D models, and digital platforms) to facilitate smooth greenfield workflows and data synchronization.
3. iView Platform Management & Development

Oversee, maintain, and continuously enhance iView—the advanced viewer platform utilized company-wide to access documentation.

Secure the ongoing operational performance, uptime, and availability of the iView ecosystem for both onshore and offshore users.

Architect standalone viewer solutions with tailored, project-specific access rights and licensing for various entities including MP, E&C, CPD, external contractors, and QatarEnergy.

Coordinate platform contracts, user licensing, disaster recovery protocols, and development budgets directly with the IS Department.

Manage operational synchronization activities between the MANASA repository and the iView environment.
4. Documentation Systems & MANASA Administration

Draft technical scopes of work (SOW) and define comprehensive project execution plans.

Supervise execution schedules, lead weekly progress meetings, track deliverables, and validate associated invoices.

Direct and audit large-scale deliverable imports into MANASA and iView platforms.

Oversee the precise creation of MIM (Import Files) and MUM (Update Files), ensuring that all technical documents comply with mandatory iPDF (intelligent PDF) standards.
5. Engineering Standards & Numbering Rules

Develop, update, and govern corporate standards concerning document and TAG numbering rules.

Analyze emerging numbering needs and map out their potential impacts on existing data tools and digital twin use cases.

Collaborate with key departments (MP, E&C, DPG, CPD) to maintain tight alignment across platforms and resolve systemic compliance gaps in SAP, 3D Models, and Credo.
6. HSE Compliance & Team Leadership

HSE Leadership: Promote a proactive safety culture. Ensure full awareness of and compliance with corporate HSE rules by all subordinates and contractors, minimizing operational risk via high-quality technical documentation.

Team Leadership: Supervise and coordinate outsourced contractor resources assigned to data management and digital workflows. Lead project groups to successfully hit target objectives within scope, schedule, and quality benchmarks.
Job Dimensions

Impact: Organization-wide influence through the governance of core technical asset data.

Scope: Direct management of an ecosystem covering approximately 350,000 primary source documents (with roughly 310,000 active, latest-revision documents served directly via iView).
Context & Work Environment

Location: Based in Doha, Qatar.

Mobility: Operates in a complex corporate office environment; however, occasional travel to onshore and offshore facilities (both domestic and international) may be required.

Schedule: Standard 5-day business workweek.
Qualifications & Experience Required
Professional Experience & Industry Expertise
-
Experience Level: Confirmed Lead Document Controller / Data Lead with a minimum of 15 years of professional experience within large-scale industrial project management organizations (Oil & Gas, Energy, or Petrochemical sectors preferred).

Project Exposure: Proven experience navigating operator transition phases for new fields, major legacy documentation upgrades, and field digitalization initiatives. Strong background working inside major EPCIC projects and brownfield portfolios.
Technical & Behavioral Competencies

Technical Skills: Deep knowledge of advanced document control principles, project controls, structured metadata architectures, and process automation/optimization. Proficiency with integrated engineering systems, iPDF technology, plugins, and cross-platform enterprise interfaces.

Soft Skills: Sharp analytical mind with an aptitude for solving complex data mapping issues. Strong organizational, planning, and stakeholder management skills; capable of operating independently under pressure to deliver on multiple high-priority objectives.
