Job Purpose

The Senior Manager AML/CFT is responsible for managing the Bank’s Anti-Money Laundering and Combating the Financing of Terrorism functions. Appointed as the Bank’s Deputy Money Laundering Reporting Officer (DMLRO), you will act as a primary point of contact for the UAE Central Bank’s Financial Intelligence Unit (FIU) and determine the necessity of reporting escalated alerts and suspicious activities.

Principal Accountabilities

Regulatory Oversight & Reporting

  • Compliance Ownership: Oversee AML/CFT risks for CBD, owning the relevant policies and ensuring full alignment with CBUAE regulations and notices.

  • DMLRO Authority: Exercise delegated authority to sign and report Suspicious Transaction Reports (STRs) to the FIU.

  • Regulatory Liaison: Manage responses and mandated actions from the FIU and support the Head of Compliance with regulatory correspondence.

System Management & Optimization

  • Transaction Monitoring: Manage the day-to-day operations of the transaction monitoring system to ensure effectiveness, tracking alerts and resolving backlogs.

  • Optimization: Conduct periodic assessments of system thresholds, segmentation, and scenario performance to ensure the platform remains fit-for-purpose.

  • Governance: Run the Transaction Monitoring Oversight Committee and maintain rigorous documentation for all parameter and scenario modifications.

Investigations & Risk Mitigation

  • Complex Cases: Oversee high-priority investigations originating from Senior Management, law enforcement, or whistleblowing channels.

  • Client Exits: Supervise and issue client exit requests for financial crime reasons, ensuring all actions follow internal procedures and business engagement protocols.

  • Breach Management: Log and escalate all potential or confirmed AML/CFT breaches.

Leadership & Training

  • Team Guidance: Provide subject matter expertise to the AML team and business units; define and supervise the Quality Assurance (QA) process for closed cases.

  • Policy Development: Support the MLRO in regularly updating policies and recommending controls to bridge identified gaps.

  • Training: Review and participate in the delivery of e-learning and face-to-face AML/CFT training materials.

Requirements

Experience and Qualifications

  • Experience: At least 6 years in the banking/financial services sector, with a minimum of 3 years specifically in an AML/CFT Compliance role.

  • Education: Bachelor’s Degree from a recognized university.

  • Certification: Professional certification such as ACAMS, ICA, CFCS, or CRCMP is highly preferred.

  • Deep understanding of UAE financial crime regulations and international best practices.

  • Strong analytical skills with high attention to detail for complex problem-solving.

  • Proven leadership ability to manage team performance and prioritize resource allocation.

  • Excellent written and oral communication skills for reporting and stakeholder management.
