Officer – Procurement (National Development)

Average Salary: AED 15,000 – AED 22,000 per month (Based on UAE market data for National Development/Emiratization procurement roles, inclusive of typical allowances)
Main Objective of Role
The Procurement Officer will execute all stages of the procurement cycle to ensure that products and services are cost-effective, high-quality, and delivered on time. The role ensures that all purchasing activities remain strictly in line with flydubai’s approved procurement policies and contract procedures.
Key Responsibilities
Sourcing & Documentation

Tendering: Prepare and issue RFPs (Requests for Proposals), RFQs (Requests for Quotations), and “Invitation to Bid” documents. Coordinate these through appropriate channels, including commercial advertisements, in collaboration with relevant business units.

Contract Administration: Manage all incoming documentation related to contract performance to ensure compliance with flydubai and government regulations.

Award Management: Prepare all necessary award documentation, including purchase orders and signed contracts, to prevent project delays.
Lifecycle & Relationship Management

Performance Management: Track and review vendor performance throughout the contract lifecycle. Manage renewals, amendments, and extensions to minimize operational impact.

Vendor Relations: Maintain and expand the approved vendor list. Enhance flydubai’s Supplier Relationship Management (SRM) for both current and potential suppliers.

Prequalification: Oversee the prequalification process for potential vendors, conducting detailed analyses of licenses, company profiles, and financial statements.
Negotiation & Analysis

Vendor Negotiation: Negotiate with vendors regarding submitted tenders to improve service levels, reduce fees, or shorten project timelines.

Evaluation: Coordinate with internal stakeholders to conduct comprehensive evaluations of shortlisted proposals.

Reporting: Analyze portfolio data and prepare reports highlighting key performance indicators (KPIs), such as spend statistics and savings.
Support & Compliance

Training: Conduct training sessions for end-users on approved procurement systems and processes.

Audit Readiness: Maintain thorough records and documentation for every stage of the procurement cycle.

Information Security: Comply with Information Security (ISR) policies and report any incidents or weaknesses to management.
Requirements
Qualifications & Experience
-
Education: Bachelor’s Degree (3+ years).

Experience: 0–2 years of experience (This is an entry-to-junior level National Development opportunity).

Languages: Fluent in both English and Arabic.

Technical Skills: Proficiency in procurement-related ERP software.

Certifications: Specialized training in Procurement or Supply Chain (CIPS or similar) is preferred.
